Enumerated Powers is an interactive study app for Article I, Section 8 of the U.S. Constitution — the clauses that grant Congress its authority, and the source of nearly every argument in American history about what the federal government may do. Section 8 is written as one long list. This app reads it the way the Convention argued it, grouped into five concerns: MONEY & DEBT — taxing, the uniformity rule, borrowing, coinage, weights and measures, counterfeiting COMMERCE & EXCHANGE — foreign trade, commerce among the states, the Indian tribes, naturalization, bankruptcies, patents and copyrights, the post WAR & MILITARY — declaring war, letters of marque, armies and the two-year limit, the navy, rules for the forces, the militia DOMESTIC ORDER — inferior courts, piracies and the law of nations, the seat of government THE MEANS — the Necessary and Proper Clause Every one of the twenty-four units pairs the operative words of the clause with a full commentary: what the power authorizes, the limiting words written in beside it, what happened at Philadelphia, and the objection it drew during ratification. Why is the army capped at a two-year appropriation while the navy is not? Why does the clause say "among the several States" rather than "within"? Why did the Convention change "make War" to "declare War"? Read the clause, then test yourself on it. Each unit is followed by a five-question quiz with hints and explanations.
